Oh yeah, this isn't taking third jobs into mind. And remember that some of this is opinion!
4114 or 3124 stat builds would be best, of course.
As for skills, I don't really see the necessity of Mana Reflector. It's based on HV, but if you're reading this I'm assuming you're going AP. It wouldn't be as effective and probably wouldn't make that big of a difference unless you used Dodge Master with it. Unless you PvP a lot and really hate mages. O_o
Speaking of which, Dodge Master wouldn't really see much use for an AP cat. Besides helping Mana Reflector, it's only other use would be to increase Volley Kick's damage. Considering you're only really getting Volley Kick to get to Make-Up, there really wouldn't be much point of getting Dodge Master just for that. Once you get make-up, you'd only really use Volley Kick between Make-Ups when there are no buffs to recast. Defensive buffs would probably be more beneficial.
Power Blow isn't all that powerful before Titanium Wrist, and if you have a lot of patience it might be a good idea to skip getting it.
A good skill you forgot to mention is Physical Training. The increase to HP would be a great help to your survival all around. If you're really that worried about magic, it would probably be a better choice than Mana Reflector(for an AP cat, at least).
So in my opinion skills that are MUSTS would include Sturdy Shield, Shield All and Physical Training.
Skills that would be helpful yet not really necessary would include Power Blow, Titanium Wrist, and Dodge Master.
Fan Club might also be worth getting. It would further increase your already high defenses and you could possibly even use Concert Tour with all your DP buffs. It wouldn't be as effective as a Pure DP cat's Concert Tour, but it could still be an option, though not one I'd personally choose.
