Right, first, let's define Tempest Strike. Here's the description at Level 10, and this is the level that we are going to test with.
Is it weaker than Burning Rave? Well, let's test it out. First, we'll use this pathetically comp'ed weapon.
No Air-Attribute so this would do. Also, we're gonna test it out in one of my favorite soloing spots before: Phantom School 2-4~
Okay, using this Heaven's Dagger, we test Burning Rave:
Burning Rave (Mastered) Does 6216 to Egg Specter and 8163 to Ugly Corpse
Now we use the same weapon to test out Tempest Strike
Tempest Strike (10) does 5658 to Egg Specter and 7425 to Ugly Corpse.
Tempest Strike (10) at crit, does 8588 to Egg Specter and 11300 to Ugly Corpse
Damage using this weapon is consistent. And as results show, Tempest is weaker than Burning Rave (It should be obvious if you read the description LOL ^^ )
Now let's try using an Air-comp'ed weapon. For this set-up, we'll use my other pathetically comp'ed weapon:
As you can see, the AP is weaker but this time we have 101% Air. Now what will be the result of comping Air attribute? Well, let's test Tempest Strike using the same monsters. The results:
**Total AP using Air-attributed hammer is 4000
Non crit damage ranges from 5005 to 19681
Crit damage ranges from 10005 to 29685
Air Attribute randomizes the damage, and increase the damage to as much as 3 times it's normal damage (Possibly more, since my hammer's AP is low compared to my dagger's AP, plus my Tempest isn't mastered yet).
How does it fare with our other Buffalo skills? Let's see~
Inferno Blade:
Inferno Blade (M) with 0% Fire Attribute:
Non-crit: 10958 at Egg Specter and 14434 at Ugly Corpse
Crit: 16538 at Egg Specter and 21814 at Ugly Corpse
Lancerator:

Since no one uses Lancerator, I didn't even bother. But hey~
Lancerator (10): 9350 at Ugly Corpse (Will do less damage on Egg Specter)
Tidal Slash
Tidal Slash (M) with 0% Water Attribute
Non-crit: 10958 at Egg Specter and 14434 at Ugly Corpse
Crit: 16538 at Egg Specter and 21814 at Ugly Corpse
* Roughly the same as Inferno~
Blazing Strike:
Blazing Strike is a complete enigma to me. Damage seems to be as random as Tempest Strike. Screenie is 5 hits at -17DX.
Conclusion so far:
- Air Attribute greatly increases damage done by Tempest Strike. Damage is randomized however.
- However, if for example, a single Tempest Strike is used on at least two monsters of the same type (ie. Two Egg Specters), damage between the two will be the same.
Future researches:
1. Comparison of Tempest Strike to other Buffalo skills (Done. I'll let you draw your own conclusions)
2.
Finding the formula to Tempest's min and max damage (Done, click for link)
3. Discovering the meaning of "Hit Number". Will try it at monsters with high HP and DP, like Ithchy~
