That's sounds like a sound theory, but luckily, we're not working on Blazing Strike. We just use it as a comparison to Tempest.
Anyways, I have pre-revo data about the monsters. AFAIK, the physical tolerance % hasn't changed, but I think the HP/DP/MD/HV has changed. Anyways, here's the data:

I believe the data regarding it's Physical and Elemental Tolerances are accurate. This was taken from a guide posted on MT a long long time ago.
