Post descriptive thread titles

I'm tired of threads with titles such as "help mi pls", "noob questin asnr pls", etc.

I'm gonna be a lot harsher on this so we can clean up these question forums a little bit.

I'm also moving these stickies here because I'm seeing the same problem here as well.
