UPDATE: Considering that the 3rd job skill River Sea Cutting is at TM 140 I updated the build to reflect that.

Build
Recommended for 4123 or 4114 AP. No hybrid at the moment.

If you take Sense Breaker instead of Luck Breaker to hunt foxes it is suggested you also take Fluorophor to cancel out their stealth Hydro.
Take out max Luck Breaker then add in

10 Sense Breaker cost 11
10 Fluorophor cost 12



Build Usage
This build is simple. Use lots of range control to crush your opponents. Given most of its attacks are ranged: BM, SS, BS and RSC you will get excellent long range game as well as close combat from skills such as SW and BR. Most of the long range skills also double as mob attacks, delivering their damage to your target as well as various others. When facing sense types dont hesitate to start off combat with BM. If you can get in melee range use LB to de buff their LK and wail away with the SW+KD combo into BR. Whenever opponent tries to gain some distance dont hesitate to use SS, BS and finish off with RSC. Just keep in mind these skills have high magic cost. Versus the physical types you can use SV to kill their accuracy then combo them away with SW+KD into BR. Use SW+KD as soon as it is available then hit with BM, SS, BS and finish with RSC. Even magic types will feel your fury, hit them with SM and SS to pressure them and get close up to use SW+KD you could go for a LB then wail again to keep pressure. Try to keep magic types under pressure so they dont kite you as soon as they stand to cast use any of your long range attacks. Buffalo excel in mob control also. This makes them increasingly useful in party combat as they wail away with various mob attacks. I do not suggest or recommend a buffalo goes for close combat as that is the realm of the bunny.

EQ gear of Choice
Make sure your shield is a Custom DP Shield for HP compounds so you can have as much HP as you can for tanking purposes.

MP Cost Data at Master levels
SS Master 140 3.7s 355%
BM Master 270 4s 500%
BS Master 540 4s 550% 450%

Notice that BS costs a LOT of MP but can deal a LOT of damage

Sure.
I need to work on the solo type Buffalo. I havent gotten down to it yet.
Coincidentally notice that a PvP build is similar in fashion to normal ones but tries to include:
Self Buffs- This is self expalantory. It is a very good idea to always have strong effective buffs that raise your stats.
Attacks- This is where the damage will be dished from.

And the factor most people dont consider unless they want to pvp
De Buffs- neccesary in PvP to cripple stats and render opponents less effective.

Interesting. Question though, maybe I'm underestimating the power of Luck Breaker, but why did you add Luck Breaker to all your builds? Is there something that I'm missing other than using it to lower criticals? Wouldn't Armor Breaker be more effective to use in PvP?

In PvP, a power's niche will be in taking down senses, so it really depends which type of sense you will want to take down. Armor breaker will be useful against foxes but not really against lions while its the other way for luck breaker.

Added to what Avatar said consider also all the things LK plays a role on:

Skill, Gun and Magic Accuracy. Less LK means these things are prone to miss.
Gun and Magic Evasion. Since their LK is compared versus yours it means all of a sudden your evasion gets much better now versus gun and magic attacks. Also they are now prone to your allied sense and magic types.
Critical Hit Ratio. Youve just lowered their critical hit ratio. Useless versus Time Crit Lions which is why you can't give them a break to kite.
Critical Resistance. Youve just lowered their critical hit ratio defense which means you will be able to hit with more cirits of your own (provided your LK is good enough)
Chance to Block. This comes up rare but the less chances the better.
