| I've said it before, it's all about preference. Some of us don't like taking on mobs in that rambo style that lions always do (because face it, the defense of a lion sucks if you're not 1144--2143 being the very borderline). Some of us would rather take on enemies one-by-one until we get to the higher levels, and the increased gun accuracy and block rate would help-kinda. Of course PS rarely misses on anything that's not uber-high leveled, so yeah ._.
That, and if you like compounding, it's ok to get L7 first. But we all know Nate fails, so yeah -_-.
Also, spree is in fact a very dangerous skill to use if you don't have proper defenses, because if spree doesn't kill the mobs first, you have a nasty problem of a whole mob of enemies rampaging on a no-shield lion. Eh. Not to mention that spree has practically no sniping potential at all (compared even to violence spree o_O), so you have to get really close to mobs to use it, which makes it even more risky. You either want to be able to kill them before they can attack (and without missing too, so high luck is required here), be able to bolt away from the middle of the crowd in case you don't kill or hit, or have high enough charm to tank out a beating from a mob for a while.
So you guys, there are downfalls for spree as well, not just getting lucky 7 that early. Because when you first get spree, it'll still miss quite a lot, and it takes a lot of getting used to. Lucky 7 is the more conservative safe way to go, but if you want spree first, by all means go for it. It does give faster leveling, but me, tell you the truth, even though I got spree first, I barely use it (especially after getting DS), and only use it to combo with PS at Tech 4 (lol, I don't use it for mobs as much, because Tech 4 mobs are dangerous, even if I can kill them in 2-3 hits O_O)
